All most all doctors who see Medicare patients are participating. I've only seen one in 20 years.

Funds authorized by congress. Meaning your tax money.

Interest earned on trust fund investments - Again meaning tax money. 1st the "investments" came from payroll tax money, then the interest payments come from other forms of tax money including the personal income tax.

Yes if they refuse to accept any other Medicare patients, but since most 65+ patients are paying through Medicare most doctors don't do that. A growing number are refusing to take new Medicare patients, but since they still have the old ones they are still bound by Medicare, not just for those patients but for any patient that wants to opt out.

Or in other words just as I said "if they take Medicare patients at all they are covered by Medicare rules for 65+ patients."
