Yes Reagan's deficits were worse than Carter's.

Worst deficts (from worst to less worse)

WWII
WWI
Civil War and recent years (both about the same level at about half of the WWII deficts)
Depression and Reagan's deficits (both about half of the previous line)
Carter's Deficits and early 1800s deficits. (both vaguely about half of the previous)

I have no information for pre 1791 deficits. So I don't know where they would be on this chart.
All those "half of" statements are pretty rough, just the general order of the difference not very specific.
