It's more precise than Black, which doesn't differentiate among Melanesians and other seriously melanin-rich people.

While "black" in the US refers to those of African ethnicity, I found it amusing that Pakehas (white New Zealanders) use "black" when referring to the local Maori population, who are more light brown than black..

"That's a black area" is a term I heard more than once, down your way..
