ORCL is reselling JBuilder with ORCL additions that's my understanding.

I read it differently. I saw it as: Oracle is selling its own Java IDE product (as-yet-unnamed) built on Borland's JBuilder codebase, which they have licensed.

the deal palces BORL tools in the right hands

If my reading is correct, the deal places Oracle tools "in the right hands". They just happen to be "powered by JBuilder".

It would be interesting to hear a definitive version of this from Borland, but I doubt they would disclose the detail - not because they would be concerned about it, just that OEM deals are usually confidential between the parties.
