Because it is legislation that was enacted corruptly that has proven to be devastating to the economy and the health care system, and will only get worse as the costs start to rack up. In short it was a mistake, and there is too much at risk to allow it continue on without a bipartisan effort to solve the problems. It is what happens when political corruption enters the picture.

Actually, the downgrade occurred because there was no willingness to attack the underlying problems, which are unfunded liabilities for SS, Medicare, and pensions. These are the things that put lenders' money at risk, not the 18T we've borrowed directly.
