At one point there was the penalty of stigma associated with it. That's long gone in many instances; people just don't care anymore. It is my long held view that any government benefit ought to come with a work requirement. At least a "show up" requirement. That includes unemployment, all welfare, etc. I hadn't considered it as an exchange for their self-respect, but I think that's a really good point. But just as a matter of public policy, people ought not get free stuff from the taxpayers, imo.
