Yes. But the population grew, and the unemployment rate went down. And public employment almost always grows -- it's very notable when it shrinks.

It was a one-time thing in response to the economic crisis. It's long since over.

1. It did go down; just not as much as it would have if the Republicans had had their way.

2. Employment in the private sector went up quite a bit. That's undeniable.
