Because according to a law passed in 1870 (as was shown here earlier), it's pretty clear that it's illegal for a government worker who is not declared essential can't show up to work during a shutdown, even as a volunteer. Given that it was 1870, it's not clear whether e-mail counts, but the supervisors are being careful so they don't get in trouble. In a political atmosphere where public servants are pariahs, can you really blame them? Yeah, I agree it's stupid, but it's (probably) the law.
