Absolutely, loco. Your reasoning is flawless. Like you, I always know the minute that the race or ethnicity of a perpetrator is not disclosed that he/she is almost certainly not a White Anglo. Otherwise, that would be immediately disclosed. In this case, I knew almost immediately that was perpetrator was either Black, a Muslim, a disgruntled leftist Union thug, or a furloughed government minority striking back against the federal government shutdown. A Congressional Republican from Wisconsin was also attacked today.
