Hawaii is the most Democrat controlled state there is. Our public schools have zero local input. It is a state run system out of Oahu. We consistently rank 49th or 50th, IOW the absolute bottom, in the US, and have done so for at least the past 25 years. Despite an enormous budget.

Oddly, the state school teachers send their kids to private schools on Oahu.

No it doesn't.

"What the people want" != democracy.
"specific popular (or unpopular) polices" != democracy
"specific policies passed by direct election" != democracy
"specific policies passed by a vote of elected representatives" != democracy.

Democracy is an attribute of the overall system, not of any policies it decides on (unless you count letting people vote as a policy).
