I went back and reread my last statement. What I meant to say was: " Does the Holy Spirit work outside the ordained Apostolic Church? In other words, does God limit his work to the Apostolic Church that he created?

Under the old covenant we often see God working outside the ordained Hebrew "congregation". For example, God calls Cyrus his servant and uses him in a might way without consulting the Temple leadership.
