Well, all the more reason for these poor folks to come out and vote in large numbers in 2014 and 2016 The blacks and browns are still minorities in those states and Rs have so gerry mandered those states its nearly impossible for them to gain any control in the state legislatures. They might be able to elect a governor but they would have to have some whites cross over.............and I just don't see that happening.
