There are a few major reasons why oilsands upgraders (at least the Syncrude, CNRL and Suncor kinds) won't have the same uptime as refineries.
1) They are fed with oil that has up to a few percent water and mineral, some of which can be coarse enough to actually erode away the pipe walls. Extremely hot oil pipes with holes are bad. Oil refineries simply don't have to deal with that.

2) A certain overhead corrosion issue is an order of magnitude larger than any refinery would see, and is a common cause of failure.

3) Certain fouling issues are also more severe.

That said, 90% uptime is a good target, and one company often comes close to that.
