Politicians and bureaucrats.

Who influences politicians? Largely special interests (including that they are their own special interest).

Yes in theory elected politicians could be replaced, but most people have little knowledge or understanding of what they are doing. They vote based more on "supporting their team" then a real knowledge of government actions, and some policy that will help out some special interest will get tons of support from that interest while the majority of the voting population is unlikely to have even heard about it.
