As long as we are talking about Medicare eligible here--65 or older--the low premiums are built in for moderate to low income users. Where it might get tricky is what a supplement Medigap policy might cost to pick up the 20% Medicare doesn't cover until a certain amount is reached. I am not up on that as I have "Gap" coverage from a former govt. employer.

If they are under 65 Obama care is supposed to offer them a deal that is way better than the previous private insurers would as there is no medical underwriting and the young are priced to subsidize the old. Additionally,
if they are under the official poverty level for a family ot two for their area they are supposed to receive a government subsidy for their under 65 health care in the form of tax breaks.
