That's not true. Actuarial science is based on some common concepts like expected value. If a person is higher risk due then the cost to insure them is higher and they should be charge more. If you want to make it more humane, then have a regulation to say that if they are higher risk due to preventable things like being fat or smoking or taking recreational drugs, then they have to pay more, but if it not preventable like cancer, then ensure they are not penalized. I have no problem subsidizing the cancer patient, but I have a lot of trouble subsidizing the fat person who sits in front of the TV watching honey boo-boo all day, eating ice-cream, and then demanding their Obamacare.
