I really don't have any major disagreements with what you have said. And some of your points echo my previous explanation, albeit you have gone into much more detail.

I believe that the major differentiation between the comments of "The Board" and those of myself, an "outsider" (or perhaps "an outcast" would be more apt) is this:

The Board seems to be focused entirely on Black crime.

I suggested that we should be focused on ALL crime, irrespective of race, color or creed.

While the FBI categorizes crime by various demographic segments for reporting purposes, they approach the totality of crime with respect to prevention, investigation, enforcement and arrest (as it pertains to Federal cases).

As you probably know, The FBI publishes annual statistics on crime, and I have provided a link to one of the many 2012 reports (this report includes race). I believe that all of their reports are flawed in the sense that there is a problem with under-reporting of city, county and state statistics to The FBI. That said, I do feel fairly comfortable with the validity of the percentages by race in the following report:
