Its reality and its the way its always been. Its not like its an on/off switch. Some individuals will work hard even if they don't have to. They might just love the work, they might want to gain power, or impress others, or just feel that they should work. But at the margin you get less work (and less other positive things like investments) when you penalize them, or when you provide for people without them having to do these things.
