FDR lengthened the Great Depression. If he'd survived the war, he'd have plunged the nation into depression again.

Re Hoover Dam, liberals would never let us rape the earth like that today.

He certainly didn't "end the Depression". And creating Social Security, which left us almost $10 Trillion in debt (as of now, and growing by the day) isn't anything to brag about.

You just don't like him cuz he ended the depression, beat the Germans, and built Hoover Dam with one hand while creating social security with the other.
Please name another American whose actions required a constitutional amendment

Hoover Dam construction was approved by Coolidge in 1928 and built largely during the Hoover administration. The Roosevelt administration was only involved in the last two years of its construction.

Hoover kept blacks and Chinese from his prosperity program building Hover Dam.
"Mongolian" (Chinese) labor was forbidden by the construction contract, while the number of blacks employed by Six Companies never exceeded thirty, mostly lowest-pay-scale laborers in a segregated crew, who were issued separate water buckets.

Men were worked to death just like the Pharaohs of old had returned to earth so Mr. Hoover could have his prize. en.wikipedia.org
Not included in the official fatalities number were deaths that were recorded as Pneumonia. Workers alleged that this diagnosis was a cover for death from carbon monoxide poisoning, brought on by the use of gasoline-fueled vehicles in the diversion tunnels, and a classification used by Six Companies to avoid paying compensation claims.
