"The threat of the fines is part of an attempt to rein in healthcare inflation. (So are national and local efforts to convince workers to live healthier lives.) In short, Obamacare wants some people to think through whether they really need to go to a doctor or to question the extent to which they tap into their medical care. That is part of why the law penalizes “Cadillac” health care plans that charge patients little in co-payments or deductibles that, in most other cases, help to offset the bills that patients generate. The idea is that people with co-pays, especially higher ones, will only tap into the medical system when they really need to." IOW, the Dems DO want to ration health care while the HMO industry trots merrily along making bank.
