Oh, I believe that 8 million people or so tried to look at or use the system. (8 million is the number being bandied about). It makes sense that some people would want to sign up, while lots more would want to look at their options. They never explained that the website would function like a lottery, handing out tickets to the lucky few. That's one way to keep costs down, I suppose.
