A California spokesman said on NPR this a.m. that 30,000 signed up there this week.

If the insurance coverage doesn't begin until January 2014 why would anyone sign up in October 2013? Have a look at what's available and at what cost, fine, but why wouldn't you wait until December 15th to sign up for next year's coverage?
