Even your link is at worst a borderline case of that. The main idea behind most of the current and proposed regulations is to try to reduce fraud. Some of them may be poorly targeted at that effort, but bad aim isn't the same as aiming at another target.

Even if that is true, it isn't relevant if it has the same net effect. And there are many reasons to believe that they, in fact, are aiming at a different target than they claim.

For example, how does restricting or eliminating early voting combat fraud?

How does stopping pre-registration of high school students combat fraud?

The list goes on.

And then there are the legislators who have bragged about suppressing Democratic voters with those techniques. I suppose you could argue that they are misguided, but...
