Bush did some things during wartime that his own administration admitted were pushing the limits of presidential prerogative but when there was little or no congressional opposition.

Obama has done things for political reasons, for convenience, to further his political agenda, and to avoid political pain when there was a TON of opposition -- just because he had no control of the Senate.

There really is no comparison between GWB and Obama on this issue.
