The question is where does the lack of authority come from? I know of no law that would require the Treasury NOT to prioritize payments. Do you?

Who sets the priorities? Presumably, the Treasury under the direction of the president. He seems to have no hesitancy about shutting down the most visible symbols of American liberty while leaving open the golf courses he plays on.

Certainly, if the president can choose to defer parts of the ACA at will, he can decide how to allocate the money that is available.

Personally, I'm unaffected by any of it, and I don't care too much what happens.
