He tried to get rid of it. Got a lot of pushback from YOUR folks. He is, after all, not a dictator.
He makes a token effort at it, then blames Congress. Even the NYTimes isn't buying the charade: nytimes.com

Meanwhile, NSA expands its surveillance of Americans on Obama's watch.

All of this is now Obama's mess to deal with. Yet the common excuse is that he fears Republican backlash.

The truth is that Obama doesn't want to fix anything that he can blame Republicans for. That's pretty weak leadership.
