There was no indication of the size of the business. A business with above 50 employees might be considering a few of them them.

There are of course a number of complicating factors. As you cut employees hours HR and management overhead doesn't go down linearly, and you change and perhaps reduce the pool of potential employees when you offer 25 hours rather than 40. Still low skilled, low productivity workers can be close enough to being a commodity that such a move will make sense in a number of cases. In others it won't but you don't need every employer, or even every employer of low skilled workers, to make such a decision for it to have a real impact.

Like most other issues of economic incentives its not going to be a night and day thing. Its not going to be like flipping a light switch and all below average skill/productivity/wage workers will find themselves at 25 hours. But for the marginal cases a strong incentive is created. How many workers fit in to the marginal case here? Its hard to say, but I doubt it will be an insignificant number.
