It has to be fixed by December 15th because Obama has a well-founded fear of acceding to a year's delay as endangering his signature program. He needs to get the 7 million (the current goal) signed up by March 31. He needs people hooked on those subsidies ASAP. The plan was to hire all his ACORN buddies as "navigators" to sign them up. But the navigators were supposed to use the exchanges. If they can't, they must have some other method.
