Interest rates are artificially low. What happens when the 10 year treasury interest rate goes up to a range between 5% and 6% ?

I just read that the second round of sequester cuts would significantly impact the MIC. If that is so, I wonder what is there for Dems in that they want to make it as their issue. Is it because most of these sequester cuts to the MIC will occur in districts held by Dems??!!!
