at which the HR person had to explain that those plans weren't free, were more expensive than the company's plan, and they wouldn't be eligible for the subsidies anyway.

If the company is offering "affordable" insurance, which I believe is less than 8% of household income, then they aren't eligible for the health exchange plans at all, even without subsidy.

This whole thing is such a Rube Goldberg machine.
