It's a lovely theory

We are all going to die. The best way out for an insurance plan is if you die quick, with little prior cost. All this garbage about catching disease early works for the individual, but is more expensive for the plan.

ERs are overused, that is true. But as for the cost saving effects of more accessible medical care and preventive care etc., I agree with Bill. It is wonderful for the individual, but eventually, in aggregate, it becomes more expensive. Having a larger older population cannot possibly save any healthcare dollars. Eventually, even very healthy people get sick. And taking care of them is expensive - under any system. Especially ours.
