it is my understanding the use of the ER (emergency room) in massachusetts has not diminished Before Romneycare, we had one of the highest percentages of insurance coverage in the country. It has not gone up much since the mandate. I have not seen any ER statistics. Under the MA law, you have to "prove" insurance coverage when you file your state tax return. Your insurer or employer must provide a form. If you e-file you just need to enter some data, which I am not sure can be verified. If you don't file, they have no way to catch you.
