Before Romneycare, we had one of the highest percentages of insurance coverage in the country. It has not gone up much since the mandate. I have not seen any ER statistics.

Under the MA law, you have to "prove" insurance coverage when you file your state tax return. Your insurer or employer must provide a form. If you e-file you just need to enter some data, which I am not sure can be verified. If you don't file, they have no way to catch you.
