The quote is catchy by its symmetry; a feature that will make people latch onto it and repeat without further consideration. Paul said, "but the Jerusalem above is free, which is the mother of us all." (Gal. 4:26). So, believers have a spiritual mother in the heavenly city, that is, its inhabitants, just as Jesus says in Mark 4, "For whoever does the will of God is My brother and My sister and mother.” The ancient writer might have had these passages in mind when he said that. But, if he meant to confine the word church to the Eastern Orthodox one, then he's making a case Christ or Paul didn't make.
