Got to give them jobs and teach them how to be fathers as many times they had absent fathers. That means lots of money and lots of counselors/therapists. It will never fly with GOP opposition.

I met a psychologist in the early 80's that worked at Walter Reed in the psychiatric hospital--it doesn't exist anymore--and she ran a program that taught schizophrenic mothers how to take care of their babies. Both were in the hospital during the program. It was very effective. That can be done, but teaching fathers to stick around is much harder in poverty families--except latinos. Until we take responsibility for OUR poverty--an the long term effects of continued racism, there is no hope of changing this; with one exception: I will return soon with that idea.
