There's some serious poundage to be lost off the defense budget, like at least half of it! That would cause a recession, so it will have to be a long-term diet goal. I think a good baseline would be what Russia, China and AQ together spend. Let's match THAT! Let's see, that would be $166.1 + 90.7 + 1 (we'll say AQ spends a billion, just for the hell of it) = $257.8 billion. $682 - 258 = $424 billion in savings, and we match what our three main geopolitical rivals spend COMBINED!
