Hospitals have been closing in many areas. Hospitals are expensive - so, the government has been applying pressure on the number of hospitals and beds. Very smart - saving money by eliminating competition. But, to the question of prices - no one knows how hospitals price their services, including ER. Seems to be a big secret. 20-30 years ago the rules and the laws covering ER services were basically the same, but the prices were a small fraction of what they are today.

Btw, your husband is most likely eligible for Medicare, even though he still works. I'd check that out.
