The questions still remain. Especially the one about whether there is a measurable link between pre-school attendance and educational achievement. And whether once established whether this would mushroom into something unintended. More importantly the over arching question is how much of a welfare state do we want to become and whether this is a good thing or not. Do we want to encourage people to have kids without first forming families etc. You are too ready, IMHO, with glib answers, that don't go to the heart of the problems and are too ready to think that money can solve problems that it can't.
