Every time, I see gross numbers like that, I want to see demographics and broken out by various criteria:

Did they have insurance before?
Is the coverage going up or down?
What coverage level
Income range, age, preexisting condition, net expected cost (after subsidy).

What I suspect to see:
There will be more folks sign up on the low end - who will get large subsidies or those with pre-existing conditions.
As one moves up into middle income, there will be drop-offs and a step-down in coverage level.

Shame on them, but I wouldn't put it past them if they include Medicaid...
