that's why people are getting notices that their insurance is cancel because it doesn't met the gov requirements

No it doesn't. What it does do is set minimum standards. Like many states do. Without standards it is hard to determine what you are actually buying.

Still, this is insurance. The claim is that the government is controlling healthcare. How do minimum standards control healthcare?
