Medicaid expansion is one thing and insurance through the exchanges is another. Medicaid doesn't go through the exchanges. I don't think they'll get 1M through exchanges and their goal is to get 7M by 2/15/14. People need to be signed up by 12/15/13 in order to avoid paying the 1% penalty. Now if they get signed up by 2/15/14, they can get a refund of their penalty when they file their taxes. You hear people talking about avoiding the penalty if signed up before the end of March, but to be signed up by the end of March, you have to be signed up by the beginning of the month and that, on a practical basis means 2/15/14.
