It is about software engineering, Dave. A very large project, like this, needs the proper tools. But using Agile development and a framework like Rails, it can be done and in a relatively short period of time. Sure, the team would have to be disciplined enough to use test or behavior driven development from the beginning, but that should be a given these days.

The days of cowboy programming have been over for a while.
