To use Rails 4.x you need to use at least Ruby 1.9.3. And 2.x is recommended. So, yeah you do use them on the same site.

Yes, Rails 4.0 has been in final release since June. But it has been in stable release for a while now.

There is no reason why you wouldn't use PHP and .NET on the same site. A web site doesn't have to be a monolithic entity. I will grant you that the mindset of the two is radically different and I should have replaced the 'and' with an 'or'.
