Agile is very well suited for mission critical projects, especially once metrics have been accumulated. Managing multiple contractors doesn't matter either. Now you should be in a TDD or BDD environment. BDD would be better because the behaviors can be vetted by others than just the developers. The problem is, the chosen contractors don't do that sort of stuff. Which is why they got traditional results. That website is the poster child for why software engineering was created in the first place.
