Rates are only half of the equation. I can find a policy that is cheaper then my current one but the deductibles are $15,000/year.

I guess that's the Never Pay policy.

Price vs cost. Factoring in plans (coverage), deductibles and co-pay's, I've yet to find any plan that is cheaper.

I'm sure they exist, just have not seen them yet.

However, not sure anyone actually expected rates to decline and quality of care to maintain muchless improve.
