IMO, Obamacare will drive up reimbursement rates (and costs for the entire health care economy). AFAIK, the statute does not dictate reimbursements rates for private or exchange insurance, but it does heavily incentivize insurers to reimburse at higher rates since the minimum MLR requirement would require refunds to customers, for which the insurer gets zero benefit.

By reimbursing at higher rates, they get bigger networks and an increase in the UCRs which ultimately drives up premiums. It is yet another reason Obamacare will serve to "bend the cost curve" but in the wrong direction.
