Fracking an offshore well can be done, just as an onshore well is. However it is very rarely done due to the fact that the reservoir rocks offshore are naturally higher in porosity and permeability than any shale zone being fracked onshore.

Offshore wells can be tracked as Kramer says. It's a lot more common in deepwater W. Africa than in the Gulf of Mexico.
