The Department of Energy was Created by Carter to reduce the dependency on foreign energy. Prior to the 1970s, relatively cheap and abundant energy was produced by the private sector. DOE has over 16,000 federal employees who've never produced one kilowatt of energy. They are more likely to use their resources to block the private sector efforts to bring domestic fuel to market.
