Z,
You're confusing stabilizers with stimulus.

So if you include SS, Medicare, and food stamps into the "stabilizer" category, you would have to admit that none of them have reduced poverty, and that all they do is serve as "backstops."

You would also have to admit that the only way to address poverty is via economic expansion, i.e. the "stimulus" side of the equation. But there is nothing in any New Deal or War on Poverty program that is meant to stimulate any of that.
