I suspect the ACA website is far more complicated than an Apple app.
Yes and no.

Apple at least has a "walled garden" advantage, where they control every layer of the software stack, from the OS and its drivers to the user interface.

I imagine one of the challenges of the ACA web site is having to communicate with many different databases with all different kinds of formats. Difficult, but not insurmountable, especially when you have three years to implement it all.

However, the main function of the ACA web site, AFAIK, is to be a referral service. That shouldn't be very difficult at all. Certainly it's a lot easier to do than to provide search functions and directions on constantly changing maps, all within a few seconds per request.
