The country isn't a team (except when the game is on the scale of a world war), it has many teams (except that the teams cooperate rather than just competing, economic growth, scientific discovery, technological invention, etc. are not zero sum games like winning a football game.

If the framework is that anyone can buy from anyone, subject only to things like product safety rules that domestic producers have to meet as well (and that aren't created as a barrier to favor the domestic producers but rather reasonably deal with real issue of product safety), then the decision making is decentralized. It should run how the buyers and sellers want it to run. Even if other countries put barriers in place, we still do better without adding our own barriers in to the mix.
